The Power of Prophetic Decrees—Part Two: Seeing God's Promises Come to Pass

For God's will to come to pass in our lives, we need to resist the enemy that opposes our destiny.


Let me tell you something else about the prophetic. Think about Daniel. He had a revelation while he was reading the book of Jeremiah: God breathed on the Scripture and said, "Daniel, what Jeremiah prophesied about the Babylonian captivity—that's for your generation. You are about to come out of Babylonian captivity after 70 years." What did Daniel do? He didn't just run around the Body of Christ having conferences saying, "Guess what's coming! God gave me a word out of the book of Jeremiah. This is what is coming on the Body of Christ. We are about to be released from Babylonian captivity."

Think about your prophetic promises … .There could be a Prince of Persia in your spiritual realm.

Although, it's not wrong to do that, Daniel knew there was something more important to do. He fasted and prayed (see Daniel 10) about what God said—he didn't just take God's spoken word for granted. He realized that God wanted him to be involved in the word. God said it, and so now he needed to lay hold of what God said.

Like Daniel, we need to birth prophetic words of God. Many believers think, "If God said something, He is going to do it. God is sovereignly going to bring it to pass, so I'm just going to wait for God to do what God said He was going to do." If the word doesn't come to pass, they want to stone the prophet for delivering a false prophetic word. They don't realize that the word was only speaking of potential—they need to learn to do something with what God gave them. The prophetic is really just designed to stir and cause destiny to come alive in you so you'll get passionate about what God said you'll be.

When Daniel heard God's promise about release from Babylonian captivity he said, "Now I need to do my part. It's not just good enough that God spoke. I need to pray it through." He fasted and prayed. After a few days he could have said, "Well, maybe God didn't really mean anything by this. I don't know if anything is going to happen. It's not happening. If it was God, it should have happened already. I mean, God said it."

Daniel didn't give up—he kept praying, and after 21 days Michael the archangel came and said something like, "Daniel, come over here for a minute. Let me tell you something. God heard you on the first day. But you see … we ran into some opposition in heaven called the Prince of Persia. The enemy didn't want you to receive what God wanted you to have 21 days ago, so there was a delay in the spirit."

Removing delays in the Spirit

It's not that the word wasn't of God. It's not that the prophet was wrong. There was a delay in the spirit.

Think about your prophetic promises—there might be some devils today holding back what is rightfully yours. There could be a Prince of Persia in your spiritual realm. I want you to know that God heard you the first day. You should have seen the fulfillment five years ago, but it didn't come yet. It isn't because of God. It isn't because of you. It is because of the devil who is resisting your destiny and tying it up in the spirit. If it happened to Daniel, it can happen to us. God had to send Michael to battle through that Prince of the enemy. Let me tell you something—if the devil came against Jesus and against Moses, he is warring against all of God's people. The devil wants to kill every move of God in its infancy. He wants to discourage you right when you get saved or right when you get healed. He wants to try taking God's blessings from you.

At the time of Moses, the devil knew something was going on. It had been spoken that a deliverer was coming. He knew the prophetic words about Jesus. So he said, "I can't have a revivalist. Not now. We are going to kill him. We need to issue a decree. We need to kill all the male children under two years of age." That's when God had to orchestrate the deliverance of the baby Moses. After the attempt on Moses' life, according to the book of Revelation, the devil was going to try killing all the offspring of women. That's you and that's me! That's because Satan knows that God has a plan for us.

But Satan has a plan of destruction—he is not just going to lie down, roll over and let you be what God wants you to be. He is working overtime to distract you and to delay the fulfillment of your promises. He is working overtime to side-line you or to kill you, steal from you, and destroy your life. Demonic cohorts have been assigned in heaven to keep you from finding the revelation of God's will. And when you find it, he stirs up a mess to get you so distracted that you can't really press on "toward the goal for the prize of the upward call of God in Christ Jesus." He'll try to get you into debt and into immoral relationships. He'll try any way he can to mess up your life.

Consider the life of Jonah. If it were true that whatever God says, happens, and that we have nothing to do with it, then Jonah would have just rolled over and said, "Well, if God says He's bringing destruction and judgment to Nineveh, that's it—too bad for them. God said it, so what can I do about it?"

Actually, Jonah ran from God because He knew that God would restrain His judgment if the people repented—and Jonah didn't want that. Eventually Jonah delivered the word of God in Nineveh, the people repented, and God changed His mind. So the word must have been dependent on the actions of the people.

Changing God's mind

Moses changed God's mind and so did Abraham. Remember the story of Abraham? God said something like this: "Get out of my way Abraham; I'm coming down to destroy Sodom and Gomorrah." Then Abraham replied: "No way, God—c'mon, if there are just fifty righteous … forty righteous … twenty righteous … how about ten righteous?"

There is a place where you can barter with God, friend. What God said about you is not a guarantee. You have a place of destiny that is fully released as you build and plant. I believe that what you do or don't do with what God gave you, can determine your destiny.

There is not a devil under every bush, but there are more devils under bushes than many Christians have been willing to admit.

You need to realize that there are Princes of Persia in the spiritual realm working to prevent you from coming into the revelation and reality of your destiny. Something that God wanted to give you 21 days ago may be tied up. We need to release spiritual warfare and pray: "My God, I ask for the angelic host to resist the enemy's assignments that are keeping back what you promised me in the area of my finances. Now Father I ask that they would bring me my answer."

Scripture tells us that we don't wrestle against flesh and blood, but against demonic powers and principalities. We need to have our eyes opened to what is going on in the heavens. There isn't a devil under every bush, but there are more devils under bushes than many Christians have been willing to admit.

I'm not looking for demons. I don't have to look for them. They are there and I'm aware of them. I know that they want to destroy me, but I'm neither afraid nor focused on that fact. I know who I am in Christ. We need to know our authority but we also need to be vigilant.

Even Mary understood this principle regarding prophetic words. After she received her prophetic word from the angel she said, "Lord, let it be done unto me according to your word." She lined herself up with the word from heaven and as she said, "let it be done unto me according to your word"; she pulled it out of the heavenlies into existence and became pregnant.

Warring for your word

Let's look at Revelation 19.

"Now I saw heaven opened, and behold, a white horse. And He who sat on him was called Faithful and True, and in righteousness He judges and makes war. His eyes were like a flame of fire, and on His head were many crowns. He had a name written that no one knew except Himself. He was clothed with a robe dipped in blood, and His name is called The Word of God. And the armies in heaven, clothed in fine linen, white and clean, followed Him on white horses. Now out of His mouth goes a sharp sword, that with it He should strike the nations. And He Himself will rule them with a rod of iron. He Himself treads the winepress of the fierceness and wrath of Almighty God. And He has on His robe and on His thigh a name written: King of Kings and Lord of Lords" (Revelation 19:11-16).

I want you to see that the apostle John experienced this revelation when "heaven opened." Apparently, judging and war take place there. The man called Faithful and True uses the Word of God to wage heavenly war: "And out of His mouth goes a sharp sword." Hallelujah! The "sharp sword" is heavenly revelation—the spoken, rhema word of God that comes out of His mouth!

In the same way, we need to learn how to take the Word of God, beginning with God's spoken revelation for our lives, to judge and make war in the heavens. We need to learn to resist the forces of darkness opposing our destiny, so we can bring His words to pass.

I learned this lesson before I came into the ministry.

On the last day of a three month visitation [from the Lord] that lasted from four to12 hours a day, the Holy Spirit visited me and said, "Todd, I want you to pray in tongues." I had just been invited by Pat King, a woman with an international ministry, to share a ten-minute testimony at a women's conference.

Pat didn't know me. She had only heard a few things that were happening in the life of this young guy who was just saved out of the world, out of drugs and an immoral lifestyle. She had heard about the awesome time I was having lying on the carpet at my apartment having visions and angelic visitations. For those of you who have read my testimony in the book The Secret Place you know what happened.

The Lord visited me for three months, taking me on trips in the spirit, sending angels, and releasing all sorts of prophetic experiences. Then miracles started to break out in the youth ministry that I was involved in. So Pat said, "Wouldn't it be great to invite this young man to speak at the woman's conference? Maybe he can give a testimony to encourage the Moms, especially those with sons like Todd. His story will encourage them that there is hope for their kids—that they can get saved and that nothing is impossible for God. He'll come and share about his hunger for God and how the anointing came. He'll just rub off on people, make them real jealous and provoke them to get into the presence of God."

Not even a year after I was born again I was already preaching in Full Gospel Business Men's meetings, churches, youth groups, coffee houses and on the street. I was really hungry for God and the power of God. I often lay under the power of God for eight hours before I did anything for the Lord, even if it was to speak for a few minutes. So before Pat's meeting, I decided to wait on God in preparation even though Pat had stressed that I only had ten minutes.

Laying hold of destiny

When I woke up the morning of the meeting, the Lord led me to pray in the spirit. An incredible burden dropped on me. After about 15 or 20 minutes of praying in tongues, my brain kicked in and asked, "What are you doing?"

While I was praying, I felt like I was receiving a kingdom, "a city whose builder and maker is God." (Hebrews 11:10) I felt like I was laying hold of something tangible in the heavens and a big city was coming down. I felt like I was laying hold of my destiny.

Then I remembered something Kenneth Copeland had said a few weeks earlier on television, something about praying your mysteries through and receiving them. As I realized that I'm praying a mystery into being, my mind argued with my spirit, "This is retarded. You're not doing anything. Just forget about it."

Suddenly I hear a moan from the bedroom. I hurried to the bedroom to my wife Shonnah. She had just awakened. She exclaimed, "Do you know what just happened to me? I had a dream. I was walking on the beach praying in tongues when someone walked up to me," (that was my brain in the form of a person), "and said, 'What are you doing? Why are you praying in tongues?' I said, 'I don't know, but it's the right thing to do.'" After describing her dream, my wife rolled over and went right back to sleep.

Realizing that God had confirmed what He was doing in me, I went back to the living room and continued laying hold of heaven for another four hours.

After about two hours, I started to feel like my destiny was being released. Heaven and earth were being shaken and something was being birthed. Then God spoke to me in His still small voice: "By the way, Todd, if you don't do what I am about to tell you to do, what I want to do tonight won't happen."

I didn't understand. "God, what are you talking about?" I asked.

"I want you to loose the givers to give," the Lord replied, "I want you to loose people right now from demonic powers so that they will give into the offering tonight and bless you."

I argued. "God, it's a women's conference. I'm not a main speaker—it's a ten-minute deal." Then I thought I understood. "You mean you want me to pray for Pat so she gets blessed? Oh, ok." So I prayed, broke spiritual hindrances and loosed God's will in heaven so it can be loosed on earth.

But the Lord was saying if I didn't make these decrees and proclamations into the heavens, my destiny would not come to pass.

Birthing a ministry

Next, the Lord said, "Watch what I am going to do tonight—the way that I am going to come in power and the miracles that are going to happen. I want you to loose those miracles right now. In fact, I want you to begin to call in every person that you are going to need to volunteer themselves in the day of my power. I want you to birth the labourers right now. I want you to birth your employees. I want you to birth the administration level of your ministry.

I said, "God, I work at the mill pulling lumber off the green chain! What are you talking about?"

Although I was praying in tongues the whole time, I actually felt like I was calling into existence what I would be in twenty years. I felt like God was giving me blueprints from heaven. But the Lord was saying that if I didn't make these decrees and proclamations into the heavens, my destiny would not come to pass. I answered, "Okay God, I'll do it."

I took authority over the devil telling him what God said was going to happen. This birthing process went on for four hours.

Finally, the Lord came down and walked right into the room. It was very real. "Todd, tonight I am going to speak to Pat King in the middle of her revival service and completely change the direction of the meeting," the Lord said. "Acts 13:2 is going to happen to you tonight: 'As they ministered to the Lord and fasted, the Holy Spirit said, separate unto me Paul and Barnabas.' Then Pat King is going to lay hands on you, take up an offering and ordain you into the ministry."

"What! No way!" I thought.

I went to the meeting. My ten minutes turned into an hour. A lady was healed of cancer and 200 women were laid out under the power of God. Then Pat got up and said, "This doesn't happen to me … but the Lord just told me that I need to take up an offering tonight and that we need to lay hands on this young man. We need to ordain him into the ministry tonight."

It all unfolded as the Lord had shown me. Even some of the helpers I had birthed in the Spirit were at the meeting. Pat had said, "If you really believe in this young guy, you need to make a commitment to pray for him." Shanee, who counted the offering that day, came on full-time staff for Fresh Fire as a travel partner and administrator. Bonnie eventually became the full-time intercessor for Fresh Fire. Along with many other people, Greg stood up to commit to pray for me. Greg became a travel partner and financial supporter. He has traveled all over the world with me for years, moving in miracles, signs and wonders. These three people had just been in the crowd.

In my prayer closet the day before the meeting I had been calling and birthing my administration level and putting everything in place for my ministry for the next twenty years. Who would have thought that God would put together something so divinely? It was all released with a prophetic decree.

Laying hold of miracles

Today, if God shows me that He is about to do something, I go home and lay hold of it. I have never prayed for miracles until I had already seen those miracles done while I was in my bedroom at three o'clock in the morning. I had already healed the sick for two years in my mind before healing actually manifested. I had already lain on my bed and fantasized about doing miracles. I had already seen myself laying hands on people, watching them get healed and praying it through before ever actually seeing miracles with my physical eyes.

I believe it is so important that we learn to take the rock of God's spoken revelation to us and begin to build and plant with it. We need to pray those words through in the spirit and loose them in heaven so they'll be loosed on earth. The Bible speaks about calling forth those things that are not as though they already existed.

God has existed from before time, and the Lamb was slain before the foundation of the world. But it's not just about predestination. All the things God has said exist in the spiritual realm. They always were, and are, in the eternal purposes of God. But He wants us to call them forth into the tangible, temporal, natural world.

Perhaps the Prince of Persia is hindering your answers—it's time to make declarations.

When I realized these truths, I said, "Everything I need and everything that God wants me to do is in heaven now! It's always been in heaven! It's in the eternal purposes of God. I just need to take my divine ATM debit card, insert it into the heavenly realm and punch in my code. Hallelujah! 'Whatever you ask for in prayer, believing, you shall receive it' (Mark 11:24)! I need to make a withdrawal from the resources of God to be what God has called me to be."

We can't just wait for God to drop it out of the heavenly pie in the sky. We need to fast and pray for a while. Let's get out our ATM card, get into heaven and make a withdrawal. Perhaps the Prince of Persia is hindering your answers—it's time to make declarations.
